UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest study of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of public land and open spaces to support their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase council taxes next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities this week also found local finances being strained by the growing number of children and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
